How these guides are written

Every rule comes from the official source, with its clause number, and nothing is made up. The Scheme guides are based on the Department for Infrastructure and Transport’s Code of Practice for the Conditional Registration Scheme (July 2026). Where the Code leaves a choice to the club, such as how to remind members or how long to allow for late renewals, the guides say so and offer options rather than rules.

The guides are written to be useful whether or not your club uses MemberCrew. Each one has a short section at the end on how MemberCrew helps.

Committee members of motor vehicle clubs: secretaries, registrars, treasurers and presidents, most of them volunteers. They are written to be useful whether or not your club uses MemberCrew.

Are the Scheme guides official?

No. They are general information, not legal advice, based on the Department for Infrastructure and Transport’s Code of Practice for the Conditional Registration Scheme (July 2026). Each guide cites the Code’s clause numbers and links the official document, which is the authority.

Why do some guides say “Draft, under review”?

The Scheme guides are waiting for a final review before they are published. Until then, check anything you act on against the official Code of Practice.

How up to date are they?

Each guide shows the date it was last updated. The Scheme guides follow the July 2026 edition of the Code, which has applied to all clubs and owners from 30 June 2026.

Where do I start if I am a new registrar?
