0-9
- 90-day limit
- A conditionally registered vehicle may be driven on a road or road related area on no more than 90 days in each 12 months of registration. A journey that crosses midnight counts as two days (3.5b, 3.7). See Log book rules.
A

- Authorised person
- A club member authorised in writing by the Registrar to approve applicants and vehicles for the Scheme by completing MR334 forms, including confirming the applicant is a financial member. An authorised person cannot approve their own membership or vehicle, and the appointment lasts only while they remain a member of that club (Definitions, 2.8 to 2.12). See For registrars.
C
- Certificate of authorisation
- The certificate the Registrar issues to a club’s authorised person on appointment. If the person leaves the club or resigns the role, the club returns it to the Registrar within 14 days (2.10, 2.14).
- Certificate of exemption (section 163AA)
- Documentation from the Department’s Vehicle Standards division that exempts a vehicle from specified Australian Design Rules or vehicle standards under section 163AA of the Road Traffic Act 1961, so it can be registered. Left-hand drive vehicles, street rods and individually constructed vehicles must have one (Definitions, 1.5, 1.9, 1.13).
- Club year
- The period a club’s memberships and renewals run for, set by the club, for example 1 July to 30 June. The Scheme’s yearly reporting deadlines run from the end of the club’s financial year. See Running membership renewals.
- Committee
- The elected volunteers who run a club, usually including a president, secretary, treasurer and, in Scheme clubs, a registrar. See Clubs and committees.
- Conditional registration
- Registration of a vehicle with conditions on its use, at reduced fees. Under the Scheme the main conditions are financial club membership, a log book filled in before each journey, and no more than 90 days’ use a year (Introduction, 3.5).
- Conditional Registration Scheme
- The South Australian scheme, under section 25 of the Motor Vehicles Act 1959 and regulations 22 and 23 of the Motor Vehicles Regulations 2025, that lets historic, individually constructed, left-hand drive and street rod vehicles be registered at reduced fees for limited use, through recognised clubs (Introduction). See The Scheme for club committees.
E
- Elected official
- The club’s president or secretary, elected by a vote of the club’s financial members. Only an elected official can nominate an authorised person or notify the Registrar that one has left (Definitions, 2.9, 2.13).
F
- Federation of Historic Motoring Clubs SA
- The Federation of Historic Motoring Clubs SA Inc., the Scheme’s Issuing Body for log books. It helps the Registrar run the Scheme, provides clubs with the Code, and receives each club’s yearly Logbook Declaration and report of log books issued (Definitions, 2.30, 2.32, 4.14).
- Financial member
- A person who pays membership fees to a recognised club, or who is deemed to be a financial member under the club’s constitution (for example a life member, if the constitution says so). A financial member can be an individual or an organisation if the constitution allows (Definitions). See Who counts as a financial member.
G
- Government Gazette
- The South Australian Government’s official notices. A club’s recognition for the Scheme, and any withdrawal of it, is published there (2.6, 2.7).
H
- Historic vehicle
- A vehicle where 25 years or more have passed since 1 January of the year it was made, which can legally be driven in its current configuration, with steering not left of centre. Motorcycles and trailers can qualify (1.2, 1.3). See Historic vehicle clubs.
I
- Individually constructed vehicle (ICV)
- A new one-off vehicle built to an individual plan, with a new body and chassis and a new VIN, that is not a production vehicle, not a trailer and not a heavy vehicle. ICVs have been able to join the Scheme since 16 November 2023 and need the Department’s inspections and a section 163AA exemption naming them as an ICV (1.11 to 1.13). See Left-hand drive and ICV clubs.
- Issuing Body
- The Federation of Historic Motoring Clubs SA, or another body the Registrar authorises, which supplies clubs with log books and receives the Logbook Declaration and the report of log books issued (Definitions, 4.2).
J
- Journey
- For log book purposes, one or more trips on a day, recorded with the date and a brief description before setting off. Moving the vehicle within 500 metres on a property is not a journey if the Registrar has endorsed that condition (3.6 to 3.8).
L
- Left-hand drive vehicle
- A vehicle at least 25 years old (counted from 1 January of its year of manufacture) with the steering wheel on the left, which must have a Left-Hand Drive Exemption under section 163AA (1.4, 1.5).
- Life member

- Log book
- The Registrar-approved book (the Code spells it “logbook”) in which the owner records each journey before it starts. The club issues it to a financial member for an eligible vehicle; it lasts up to three years from first issue, a vehicle may have only one current log book, and it is cancelled when the member resigns (2.27 to 2.31, 3.5g). See Log book rules for registrars.
- Logbook Declaration
- The form each club gives the Issuing Body within two months of the end of its financial year. It is downloaded from the Federation’s website (2.30). See The yearly Scheme reports.

- MR334
- The Scheme application form, completed by the vehicle owner and the club’s authorised person, certifying the owner is a financial member and recording the vehicle’s category, plate number, make, body type, year and chassis or VIN. Forms come from the Registrar in numbered booklets; the original goes to the applicant and the duplicate stays in the book (Definitions, 2.8, 2.24).
N
- National Guidelines
- The “National Guidelines for the Construction and Modification of Street Rods in Australia” (November 2013, as amended), which street rods with a Statement of Requirements obtained from September 2007 must be built within (Definitions, 1.10).
- Non-financial member report
- The yearly report each recognised club gives the Registrar, within two months of the end of its financial year, listing members with Scheme-registered vehicles who are no longer financial members (2.1j, 2.33). See The yearly Scheme reports.
R
- Recognised motor vehicle club
- A club the Registrar has recognised for the Scheme by a notice in the Government Gazette. It must have operated in South Australia for at least 12 months, keep a constitution the Registrar approves, and meet the responsibilities in Part Two of the Code (Definitions, 2.1 to 2.6).
- Registrar (club role)
- The committee member who looks after the club’s Scheme records: MR334 forms, log books, the vehicle register and the yearly reports. The club registrar may also be one of the club’s authorised persons. Not to be confused with the Registrar of Motor Vehicles. See For registrars.
- Registrar of Motor Vehicles
- The Registrar of Motor Vehicles in South Australia, appointed under the Motor Vehicles Act 1959, who runs the Scheme, recognises clubs, appoints authorised persons and receives the yearly non-financial member reports (Definitions).
- Renewal
- A member paying for the next club year. For Scheme members it matters twice: renewing keeps them financial, and only financial members may drive their conditionally registered vehicles (3.11).

V
- Vehicle Standards
- The Department for Infrastructure and Transport division that inspects vehicles and issues exemptions for modified, imported, left-hand drive, street rod and individually constructed vehicles (Introduction, 4.13).
